The movie is the second of the two part film and also apparently the final one in the franchise according to the staff working on it.

It released in Japan on April 22, 2022.
Free!-the Final Stroke- the second volume’s staff includes Eisaku Kawanami as story composer and scriptwriter, Masahiro Yokotani as co-scriptwriter, the late Futoshi Nishiya as character designer, and Kōhei Okamura and Miku Kadowaki as chief animation directors.

Here’s a synopsis for the movie:
After his first appearance on the competitive world stage, Haruka is held captive by the swimming of the unmistakable champion, Albert, and feels like he’s lost his way. With the current state of things, his swimming and what the water means to him are called into question. Haruka begins to sink to the bottom of the murky water as he struggles on his own. What scenery will Haruka see at the end of this struggle?
The Free! anime franchise, which is loosely based on the light novels by Kōji Ōji, began in 2013 under Kyoto Animation and includes three TV series and multiple films. KyoAni’s Osaka branch Animation Do, which merged with its parent company in 2020, had a prominent role in the production of most of the Free! installments.
